Barnum Lake Association (BLA) Bylaws

PURPOSE

The  Lake Association is dedicated to safeguard, nurture, enrich and enhance the quality of environmental integrity of Barnum Lake, thereby maximizing the residents’ enjoyment of the lake while protecting and preserving property values.   

VISION

Work together to preserve and protect Barnum Lake and surrounding watershed, for present and future generations.  We will do so by; 1) using resources responsibly, 2) educate residents, 3) encourage community involvement and interaction, and 4) represent BLA with parties outside of the residents.  

MEMBERSHIP

Open to Pine Shores Estates, Subdivision 1,2, 3, and Government Lot #2 and Nordheim Subdivision of Barnum Lake property owners upon payment of the annual $35.00 membership dues. 

VOTING

There shall be one vote per each family paid membership.  A majority vote shall govern all meetings.

MEETINGS

There shall be at least one annual membership meeting during August each year and the board will give 30 days written notice of said meeting.  The board shall meet as necessary. Board meetings are open to membership upon request.

ELECTION OF OFFICERS

The board shall consist of 5 members, elected at the annual meeting, consisting of: President, and Treasurer.  The officers shall serve 2 years.  To ensure continuity of the board, two (2) will be elected in even numbered years and three (3) members will be elected in odd number years.  Board members can be re-appointed for additional positions or terms at the annual meeting.  The new board will select officers from within its ranks at the conclusion of the Annual Meeting.  In the event of a vacancy, the board can appoint a temporary member to serve until the annual election.  A favorable vote of 3 board members is required to implement/pass any proposal presented to the board. 

PURCHASING AUTHORITY

Board members have independent purchasing authority of $100 per transaction.  Purchases beyond $100 require majority board approval with the President breaking any ties in voting. Voting may take place at board meetings or can be voted on through electronic means.  Invoices are to be signed off on by the President and paid by the Treasurer. 

BOARD DUTIES

The board shall conduct all business pertaining to the association, collect and disperse funds; however the board cannot incur any indebtedness.

From time to time, the board may create or dissolve committees and sub-committees as deemed necessary to sufficiently execute BLA objectives.  

If, at any time a 2/3 majority of voting membership deems it advisable to dissolve the association, all monies in the treasury (after all debts are satisfied) shall be refunded to active members. 

AMENDMENTS TO THE BY-LAWS

Material changes to the by-laws, as determined by a majority of the board members, are required to be approved by a majority vote of the BLA members who vote within 30 days of being presented with the amendment changes.  All BLA members have the right to vote and are to be notified.
